Rivers State Governor, Siminalayi Fubara, on Friday presented the 2026 Appropriation Bill of ₦1.854 trillion to the Rivers State House of Assembly for consideration and approval.
The budget, titled “Budget of Resilience for Growth and Development,” represents a 24.49% increase over the 2025 budget projection.
According to the governor, the 2026 budget will be funded with ₦487.61 billion from Internally Generated Revenue (IGR), ₦936.05 billion from FAAC, derivation, VAT and exchange gains, ₦48.11 billion from opening and closing balances, and ₦382.48 billion from capital receipts, loans, grants and asset sales.
A total of ₦413.11 billion was allocated for recurrent expenditure, including ₦154.77 billion for personnel costs, ₦15.22 billion for new recruitment, ₦36.71 billion for overheads, ₦55.10 billion for monthly pensions, ₦20 billion for gratuities, ₦20 billion for legacy pension gratuities, ₦7 billion for death benefits, and ₦5 billion for group life insurance.
The government also earmarked ₦1.405 trillion for capital projects, with ₦278.75 billion allocated to administration, ₦625.85 billion to the economic sector, ₦65.26 billion to law and justice, and ₦435.41 billion to the social sector.
Among the major allocations, Works and Infrastructure received ₦533.32 billion, Education received ₦315 billion, Healthcare received ₦105.43 billion, the Rivers State House of Assembly received ₦41.44 billion, the Judiciary received ₦30 billion, Agriculture received ₦19.26 billion, Power received ₦15 billion, Chieftaincy and Community Development received ₦8.5 billion, Sports received ₦7.98 billion, Youth Development received ₦7 billion, Women Affairs received ₦6.5 billion, while Environment and Sustainable Development received ₦6.61 billion.
Governor Fubara said the budget is people-centred and will focus on completing ongoing infrastructure projects, improving education and healthcare, creating jobs, and ensuring prudent management of public funds. He urged members of the House of Assembly to support and swiftly pass the appropriation bill into law.
