The Oyo State House of Assembly has commenced legislative consideration of Governor Seyi Makinde’s request for a ₦330 billion supplementary budget and budget realignment aimed at accelerating the execution of critical infrastructure projects and other priority programmes across the state.
The proposal was formally presented to lawmakers during plenary through an executive communication from the governor, which was read by the Speaker of the House, Rt. Hon. Adebo Ogundoyin.
Following the presentation, the House gave the Oyo State Supplementary and Realignment Appropriation Bill, 2026 and the Oyo State Supplementary Finance Bill, 2026 their first and second readings, marking the commencement of legislative scrutiny of the budget adjustment proposal.
According to the executive communication, the supplementary appropriation became necessary following requests from several Ministries, Departments and Agencies (MDAs) for additional funding to ensure the timely execution and completion of ongoing strategic projects and government programmes.
Governor Makinde explained that the proposal had earlier received the approval of the State Executive Council after a review by the Ministry of Budget and Economic Planning, which assessed the funding requirements of the affected MDAs in line with the administration’s Roadmap for Sustainable Development (2023–2027)
He said the additional expenditure would largely be directed towards the completion and advancement of major infrastructure projects across the state, including the Circular Road, Ido-Eruwa Road, Airport-Ajia-New Ife Expressway, Saki-Igboho Road and the Apete-Awotan-Akufo Junction Road.
Other projects expected to benefit from the proposed funding include the ongoing upgrade and remodelling of the Ladoke Akintola International Airport, construction works at the Government House, as well as statutory obligations such as Consolidated Revenue Fund charges, public debt servicing, loan repayments and gratuity payments.
The proposal also makes provision for preparations for the forthcoming local government elections scheduled to commence in the third quarter of 2026.
The governor identified the agencies seeking additional allocations as the Ministry of Public Works and Transport, Oyo State Investment and Public-Private Partnership Agency (OYSIPPPA), Ministry of Finance, Office of the Executive Governor, Oyo State Independent Electoral Commission (OYSIEC), Ministry of Establishments and Training, Oyo State Road Maintenance Management Agency (OYSROMMA), and the Office of the Head of Service.
A breakdown of the proposal shows that the ₦330 billion package comprises N35.5 billion for recurrent expenditure, representing 10.76 per cent, and ₦294.5 billion for capital expenditure, representing 89.24 per cent of the proposed spending.
Of the total amount, ₦120 billion is expected to come from the realignment of existing budgetary allocations from MDAs with unutilised provisions, while ₦210 billion will be funded as a supplementary appropriation to the state’s 2026 budget.
The appropriation bill seeks approval for N330 billion in supplementary budget and realignment spending, comprising ₦210 billion as supplementary expenditure and ₦120 billion as budget realignment of recurrent and capital allocations.
A separate Supplementary Finance Bill also seeks legislative approval to finance the ₦210 billion supplementary budget from the Consolidated Revenue Fund of Oyo State for the 2026 fiscal year.
If approved by the Assembly, the supplementary appropriation will increase the state’s 2026 budget from ₦892.09 billion to approximately ₦1.102 trillion.
Governor Makinde urged lawmakers to give the proposal expeditious consideration, noting that the budget adjustment would ensure the uninterrupted execution of ongoing developmental projects, improve service delivery and sustain the administration’s infrastructure-driven development agenda.
