It is also a reminder to the employees of what is expected from them. It further highlights that their actions should always aligned with the ethos and etiquette of the institution.
Also, to make the Oyo State Amotekun more effective and dedicated to work, let the management team design an operational manual and rule of engagement for the Oyo State Amotekun operatives. The Security Operational Manual is one of the essential tools of office in a standard security outfit, which is the repository of all written policies and SOPs that pertain to the security function. The Security Manual also contains job description, training materials, reports, and forms used by security personnel. It is also the documentation by which an organization provides guidance for members and employees to perform their functions correctly and reasonably efficiently. It documents the approved standard procedures for performing operations safely to produce goods and provide services. This important security working tool of office is lacking in the Oyo State Security Network Agency (Amotekun). The rules of Engagement are the internal rules or directives afforded military forces that define the circumstances, conditions, degree, and manner in which the use of force or actions which might be construed as provocative may be applied in any military or para-military engagement. These vital document are lacking in the Oyo Security Network Agency and Amotekun Corp and the Oyo State Government and other stake-holders in Security matter should not fold their hand till when these effective office instrument shall prove their worthiness.
Sir, practical training and re-training programme should be organized for the Oyo State Amotekun’s operatives. Since November year 2020 the Oyo State Security Network Agency has not deem it fit to re-train the Amotekun corps personnel. No leadership training which can help develop the skill necessary for effective decision making, mentoring and teamwork.The Oyo State Security Network Agency (Amotekun) has not organized what military referred to as Basic Combat Training for Amotekun corps operative in which the traditions, tactics and methods of becoming an effective Amotekun corps operatives shall be taught and how to work as a member of a team to accomplish tasks. This retraining is very important for all Oyo State Amotekun corps.
The Oyo State Security Network Agency (Amotekun) needs to set up appropriate departments of its Agency as contain in the Oyo State Amotekun corps Law 2020 section 4 thus
The departments of the Agency shall comprise of the following-
. (i) Administration and Supplies;
(ii) Legal Services;
(iii) Operation and Monitoring;
(iv) Finance and Accounts;
(v) Research, Planning and Statistics; and
(vi) any other department as may be created by the Agency through its regulation.
Your Excellency sir, the Oyo state Security Netwok Agency and Amotekun Corps does not operate on ranking structure of military and para-militay, even of the voluntary organization, nor operating on grade level structure of the Oyo State Civil Service Commission. Whereas, it is stated in the Oyo State Security Network Agency Law 2020 Section 39 (3) that “Until such regulations are made, extant regulations applicable in the Civil Service of the State shall continue to apply to the officers and operatives of the Agency.”
All the afore-mentioned above are being experienced simply because the Oyo State Security Network Agency and Amotekun corps management team did not use the Oyo State Amotekun corps Law 2020 that was signed into law by your Excellency, had it been the Oyo State Amotekun corps Law 2020 is used, all the short-coming experiencing in Oyo State Amotekun might have been curbed.

In conclusion, there is need to remind his Excellency Engineer Seyi Makinde of his promise on a press briefing released on the issue of career progression in the Oyo State Security Network Agency and Amotekun corps that “the Oyo State Amotekun corps shall be motivated and that the board of the Oyo State Amotekun board of governance are professionals and the Amotekun board members are also listening and they shall do the needful to professionalized and structured the administration of the Oyo State Security Network Agency and Amotekun corps”.
And the Oyo State government is implore not see the recruitment of Amotekun corps as a short term solution to security challenges, because the Oyo State Amotekun corps had been exposed to the security architecture of Oyo State, and if any of them should be disengaged, they are liable to be an element of security threat to the Oyo State and the society at large.
