Modi arrived in Oslo from Sweden and met King Harald V at the Royal Palace. He also attended the India-Norway Business and Research Summit alongside Norwegian Prime Minister Jonas Gahr Store and Crown Prince Haakon.
At the summit, Modi invited Norwegian companies to expand investments in India. He said India had introduced reforms in taxation, labour laws and governance while reducing compliance burdens for businesses.
These outcomes will add new strength to a partnership rooted in trust, sustainability and shared aspirations.

‘This is a proven partnership’: Modi pitches India to Norwegian businesses
Speaking at the India-Norway Business and Research Summit, Modi said India and Norway were already working together on global challenges linked to food, fuel and fertiliser security.
“This is a proven partnership. Today, when food, fuel and fertiliser security have become a sort of global challenge, India and Norway are working together to solve this problem,” Modi said.
The summit was attended by more than 50 company CEOs and over 250 representatives from business and research communities in both countries.
Modi highlighted investment opportunities in clean energy, manufacturing, healthcare and nutrition. He also invited Norway’s sovereign wealth fund to become a partner in India’s clean energy plans.
“We should increase the intensity of this partnership and take it to the new frontier,” he said.
The Prime Minister said India was positioning shipbuilding as a strategic manufacturing sector. He noted that around 10% of Norwegian ships were currently being built in India and called for increasing that share to 25% within the next five years.
He also urged stakeholders from both countries to work towards the Trade and Economic Partnership Agreement (TEPA) target of USD 100 billion in investments and one million jobs over 15 years.
“Come and increase your scope and ambition in India. I am inviting you to come to India,” Modi said.
Norway’s highest civilian honour conferred on PM Modi
During the visit, King Harald V conferred Norway’s highest civilian honour, the Grand Cross of the Royal Norwegian Order of Merit, on Modi for his contribution to strengthening India-Norway relations.
After meeting the King, Modi posted on X: “We had an excellent conversation on the India-Norway friendship and how our nations can keep working together across sectors for the benefit of our people.”
According to the Ministry of External Affairs, discussions during the visit also focused on new technologies, innovation and growing business cooperation between Indian and Norwegian companies.
Ahead of the summit, four roundtable sessions were organised in Oslo on healthcare innovation, maritime cooperation, batteries and energy storage systems, digitalisation and electrification, and wind energy.

3. India to participate at Nor Shipping 2027
India confirmed participation at Nor Shipping 2027 with an India pavilion.
The initiative is expected to deepen cooperation in the blue economy and maritime sector, including shipbuilding, green shipping and port infrastructure.
4. India and Norway sign space cooperation agreement
The two countries signed an agreement on cooperation in the exploration and peaceful uses of outer space.
The agreement promotes collaboration between space agencies and encourages greater investment in the space sector.
5. Digital development partnership launched
India and Norway signed the India-Norway Digital Development Partnership agreement.
The agreement creates a framework for cooperation on digital public goods, digital public infrastructure and open digital ecosystems.
It also supports the Digital India Mission and aims to expand India’s digital public infrastructure initiatives in Global South countries with Norway’s partnership.
6. India and Norway sign healthcare cooperation pact
The two countries signed an agreement on cooperation in the health sector.
The pact establishes institutional cooperation through a Joint Working Group and supports knowledge sharing and joint projects between medical and research institutions.
7. Tunnel and slope stability agreement signed
India and Norway signed an agreement for specialised consultancy services related to tunnels, slope stability and capacity building.
The agreement covers geotechnical cooperation for roads and highways, including technical consulting, safety audits and possible joint bidding for infrastructure projects.
8. Technology cooperation agreement signed
India and Norway also signed an agreement on technology cooperation.
The deal promotes joint research in clean energy, climate action, healthcare and the blue economy.
It also supports exchanges of scientists, researchers and technical expertise.
9. CSIR and SINTEF sign collaboration agreement
India’s Council of Scientific and Industrial Research (CSIR) and Norway’s SINTEF signed a collaboration agreement.
The agreement expands cooperation on sustainable development projects, including bio-based materials, ocean energy, carbon capture and circular economy solutions.
10. Ocean energy programme implementation agreement finalised
The two sides signed a project-specific implementation agreement for cooperation on the Ocean Energy Program.

The agreement supports cooperation in geoscience and infrastructure planning and aims to strengthen scientific expertise for major infrastructure projects. It also promotes informed decision-making through advanced geoscientific solutions.
