NCAA Sanctions 11 Airlines Over Unpaid Charges, Orders Service Withdrawal

The Nigerian Civil Aviation Authority has directed its departments nationwide to withhold regulatory services from 11 domestic airlines over unpaid debts, escalating concerns across Nigeria’s aviation sector.

The directive, contained in an internal memo dated May 22, 2026, was signed by the Director of Finance and Accounts, Olufemi Odukoya, and circulated to all directorates, regional offices, and senior officials, including the Director-General of Civil Aviation.

Under the “No-Pay-No-Service” order, affected airlines will be denied access to critical regulatory services until they settle their outstanding financial obligations to the authority.

Airlines listed in the directive include Air Peace, Ibom Air, Arik Air, Umza Air, NG Eagle, Max Air, Caverton Helicopters, Overland Airways, Rano Air, ValueJet, and United Nigeria Airlines.

Findings indicate that the NCAA relies heavily on statutory fees and service charges from operators to fund its regulatory responsibilities, including safety inspections, oversight operations, and personnel costs. Delays or defaults in remittances, therefore, pose a threat to its operational efficiency.

Industry analysts warn that the development could further strain the already fragile aviation sector, which has been grappling with high operating costs, multiple taxation, and the persistent rise in the price of Jet A1 fuel.

Operators have repeatedly raised concerns over dwindling margins, noting that the harsh economic environment has made it increasingly difficult to meet financial obligations while sustaining daily flight operations.

Stakeholders, however, are urging both the regulator and affected airlines to adopt a pragmatic approach that ensures continuity of essential aviation services while outstanding debts are resolved.

The move by the NCAA signals a tougher regulatory stance, raising the stakes for compliance in an industry critical to Nigeria’s transportation and economic ecosystem.
