The Federal Government has stated that the Bilateral Education Agreement (BEA) Scholarship has not been reinstated for 2026, despite its appearance in the approved national budget.
The Federal Ministry of Education clarified that the inclusion of the BEA Scholarship in the 2026 fiscal document does not represent a policy reversal or the resumption of new awards under the scheme. According to the Ministry, the budgetary provision is a carryover from the 2025 budget, which had already been finalised before the suspension of new BEA scholarships between April and May 2025.
The Honourable Minister of Education, Maruf Tunji Alausa, explained that due to established budgetary processes, previously approved allocations cannot be removed retroactively once captured in the fiscal framework. He added that the 2026 budget largely reflects a roll-over structure, with existing line items such as BEA retained as part of standard government practice.
“The presence of the BEA allocation in the 2026 budget is purely procedural and should not be interpreted as a reinstatement of the programme,” the Minister said.
The Ministry further noted that any adjustment to the BEA budget line would require an approved virement in line with current government policy direction.
It also reaffirmed that all existing beneficiaries studying abroad under the BEA scheme will continue to receive full government support.
The Ministry urged the public to disregard contrary claims, reiterating its commitment to transparency, accountability, and prudent management of public resources.
