Eyewitnesses report gunshots from the car of Permanent Secretary Fikirini Jacobs
Public demands thorough investigation into Cecil’s tragic death and the circumstances surrounding it
Jeff Otieno, the brother of Cecil Otieno, who was allegedly shot inside Youth Affairs Permanent Secretary Fikirini Jacobs’s car, painfully decried the brutal way that his brother was allegedly killed.
Ouma’s brother insists that Cecill did nothing wrong on the day that they were invited for a youth empowerment forum in Kariokor, Nairobi.
According to eyewitnesses, Fikirini was presiding over the youth empowerment and afterwards gave them KSh 10,000 facilitation, but the group of young people insisted that it was too little and sent Cecil back with it.
He later boarded the PS car, and eyewitnesses near the event reported hearing gunshots from the place where it was parked, and later they found the 28-year-old man lying on the ground, gravely injured.

The administrator at Parkrad Nursing Home reported that a man with gunshot wounds had been taken to the hospital and succumbed to his injuries.
Cecil reportedly had two gun shot wounds on the hand and one shot on the left side under the breast, and the post-mortem examination will be executed on Thursday.
