CBS reports that the U.S. is taking steps to indict former Cuban leader Raúl Castro in connection with the 1996 shootdown of planes operated by the humanitarian group Brothers to the Rescue.

• The potential indictment would reportedly need approval from a grand jury and is expected to focus on Cuba’s deadly downing of the aircraft nearly 30 years ago.

• Castro, now 94, is the brother of late Cuban leader Fidel Castro and previously served as Cuba’s president.
