Oil and Gas Sector: NCDMB, SNEPCo, LADOL Launch Skills Development Programme

The Nigerian Content Development and Monitoring Board (NCDMB), in partnership with Shell Nigeria Exploration and Production Company (SNEPCo) and Lagos Deep Offshore Logistics (LADOL), has launched a 12-month Human Capacity Development (HCD) programme designed to equip young Nigerians with critical competencies required to support supply base operations in the oil and gas industry.

The programme, which commenced on Tuesday at the LADOL Free Zone in Apapa, Lagos, will provide training for 12 beneficiaries through a structured blend of classroom instruction and hands-on industry exposure in specialised areas that support logistics, trade, procurement, and supply chain operations.

Speaking at the inauguration ceremony, the Executive Secretary of NCDMB, Engr. Felix Omatsola Ogbe, represented by the General Manager, Human Capacity Development, Ms. Alexis Emelle, described the initiative as more than a training programme, noting that it represents an investment in people and the future of Nigeria’s energy industry.

She said the programme underscores the Board’s commitment to developing a highly skilled workforce capable of meeting the evolving demands of the industry while creating opportunities for young Nigerians to excel in specialised fields.

Emelle urged the trainees to approach the programme with discipline, commitment, and a strong willingness to learn, stressing that their selection came with significant responsibility.

According to her, the oil and gas industry requires professionals who are dependable, adaptable, and solution-oriented. She added that every assignment, classroom session, and practical experience should be viewed as an opportunity to build both competence and character.

Speaking on behalf of SNEPCo, the company’s Nigerian Content Manager, Mr. Obiajulu Onochie, described human capital development as a critical component of operational excellence.

He noted that the success of Nigerian Content is closely linked to the work of NCDMB and commended the Board for establishing itself as one of the most professional institutions driving capacity development within the industry.

Onochie stated that SNEPCo remains committed to developing Nigerian talent and has implemented several training initiatives this year in areas such as cybersecurity, NEBOSH certification, blockchain architecture, and subsea disciplines.

He reiterated the company’s commitment to local content development, emphasising that investing in people remains essential to building a sustainable and globally competitive energy industry.

In her remarks, a representative of LADOL highlighted the importance of Nigerian Content to the growth of indigenous businesses, noting that without local content policies, “LADOL would not exist in its present form.”

The representative added that the company remains committed to supporting initiatives that strengthen local capacity and prepare young Nigerians for rewarding careers in the oil and gas sector.

Following a rigorous two-stage selection process, the 12 beneficiaries were chosen to participate in the programme, which is designed to provide them with the practical skills and industry exposure required to support supply base operations and enhance Nigeria’s local content capacity.

Speaking on behalf of the trainees, Mr. Olaniye Sodiq expressed appreciation to NCDMB, SNEPCo, LADOL, and the training partners for investing in their development.

He said the beneficiaries were eager to maximise the opportunity and looked forward to contributing meaningfully to LADOL and the broader oil and gas industry upon completion of the programme.

The Human Capacity Development initiative further reinforces NCDMB’s commitment to building sustainable local capacity by aligning training programmes with industry needs and creating pathways for young Nigerians to access high-value career opportunities within the energy sector.
