The circumstances surrounding the death of political mobiliser Cecil Ouma have left his family and a section of Kenyans asking questions and demanding justice.

Ouma was allegedly shot dead on Tuesday, July 1, by a bodyguard attached to Youth Affairs Principal Secretary Fikirini Jacobs.
The incident reportedly occurred along Park Road, inside PS Fikirini’s vehicle, following an altercation moments after the PS left a Kikao programme in Kariokor.
What happened to Cecil Ouma?
Youth leader Willie Maina, who witnessed the incident, said they heard gunshots and rushed to the scene.

“We had left the event and were at the Kariokor roundabout. There was a traffic jam, and we heard gunshots, so we rushed to the scene. By that point, it was near the perimeter wall of Park Road Primary School, and the comrade was lying there helplessly,” said Maina.
Maina dismissed claims by the PS’s team that the youths were attempting to loot the vehicle, saying those present were youth leaders attending the event and not goons.
“We were there to participate in the National Youth Council function and advocate for the issues affecting young people. We need justice for our comrade,” he said.
Ouma’s brother, Jeff Otieno, maintained that his brother had done nothing to deserve such a brutal death.
He called on the Independent Policing Oversight Authority (IPOA) to intervene and ensure thorough investigations are carried out to deliver justice.
The family has accused the bodyguards of using excessive force against Ouma, whom they say had been contracted to mobilise youths to attend the government event.

According to the family, the dispute arose after the programme ended when the youths asked Ouma to approach the PS’s vehicle to seek reimbursement after expressing dissatisfaction with the KSh 10,000 they had been given to share.
“The guys said that KSh 10,000 was too little. Instead of us arguing, they told him to return the money to the PS. He went back to the PS’s vehicle. By the time he got there, they were already on the highway,” said Jeff.
Ouma sustained three gunshot wounds, two to the left arm and one to the left side of the chest.
“I think it was just one shot that passed through the other layers to the heart and killed him,” Jeff added.
Ouma’s body was moved to the mortuary as investigations into the shooting continue.
Although seven people attached to the PS recorded statements with the police, no arrests had been announced by the time of publication.
Police are expected to rely on witness accounts and forensic evidence to establish the circumstances surrounding Ouma’s death.
A post-mortem examination was also scheduled for Thursday, July 2, to determine the exact cause of his death.
